Mieliebemarkingsjaar
Graan SA het voorgestel dat die bemarkingsjaar vir mielies
dieselfde as vir ander somergrane moet wees, naamlik
van einde Februarie tot Maart. Graan SA kon nie die
ander rolspelers daartoe oortuig nie en die vraag- en
aanbodskattings vir mielies is na die vorige bemarkingsjaar
(einde April tot Mei) terugverander.
INTERNASIONALE HANDEL
Die driesydige vryehandelsooreenkoms (T-FTA)
tussen drie ekonomiese gemeenskappe, naamlik die
Gemeenskapsmark vir Oos- en Suider-Afrika (COMESA),
die Oos-Afrika-gemeenskap (EAC), en die Suider-Afrikaanse
Ontwikkelingsgemeenskap (SAOG), is op 10 Junie 2015 in
Egipte bekend gestel. Dit sal praktyk word wanneer twee-
derdes van die 26 lidlande dit bekragtig.
Uitstaande kwessies sluit in tariefaanbiedinge, reëls
van oorsprong, handelsremedies, geskilbeslegting en
die werksprogram oor die beweging van besigheid
en die bedryfsontwikkelingspilaar. Graan SA het onder
SADU ‘n reaksie ingedien oor die EAC se tariefaanbod,
met uit-staande aanbiedinge vir Egipte, Ethiopië en die
res van die TFTA. Die reëls van word tans onderhandel.
Graan SA het die aandag gevestig op sensitiewe
produkte soos koring, wat teen moontlike invoere
beskerm sal moet word. Die handelsooreenkoms sal
uitvoergeleenthede skep en die markaandeel vir graan
en oliesade in die streek vergroot. Die lande wat deel
van die vryhandels-gebied is, is Libië, Egipte, Soedan,
Ethiopië, Eritrea, Djiboeti, Kenia, Uganda, Demokratiese
Republiek van die Kongo, Rwanda, Tanzanië, Burundi,
Malawi, Zambië, Angola, Zimbabwe, Mosambiek,
Madagaskar, Namibië, Botswana, Swaziland,
Lesotho en Suid-Afrika.
GRADERINGSREGULASIES
Sorghumgradering
Graan SA probeer sedert verlede jaar om die graderings-
regulasies vir sorghum te verander na slegs twee grade,
naamlik ‘n tannienvrye (GM) en ‘n tannienbevattende

Maize marketing year
Grain SA proposed that the marketing year for maize be
the same as for other summer grains, namely from the
end of February to March. Grain SA was unsuccessful in
convincing the rest of the role-players and the supply and
demand estimates for maize were changed back to the
previous marketing year (end of April to May).
INTERNATIONAL TRADE
The Tripartite Free Trade Agreement (T-FTA) between three
regional economic communities, namely the Common
Market for Eastern and Southern Africa (COMESA), the
East African Community (EAC), and the Southern African
Development Community (SADC), was announced in Egypt
on 10 June 2015. The agreement will come into force once
ratification by two-thirds of the 26 member states is attained.
Outstanding issues include tariff offers, rules of origin,
trade remedies and dispute settlement, the programme
of work on the movement of business and the industrial
development pillar. Under SACU Grain SA submitted
a response to a tariff offer given by the EAC, with
outstanding offers to be considered for Egypt, Ethiopia
and the rest of the TFTA. The rules are being negotiated.
Grain SA did highlight some of the sensitive products
such as wheat, which would need to be protected from
possible imports. This trade agreement will create export
opportunities and increase the market share for grains
and oilseeds in the region. The countries which form part
of the free trade agreement are Libya, Egypt, Sudan,
Ethiopia, Eritrea, Djibuti, Kenia, Uganda, Democratic
Republic of the Congo, Rwanda, Tanzania, Burundi,
Malawi, Zambia, Angola, Zimbabwe, Mozambique,
Madagascar, Namibia, Botswana, Swaziland,
Lesotho and South Africa.
GRADING REGULATIONS
Sorghum grading
Grain SA has been trying since last year to change the
grading regulations for sorghum to only two grades, namely
a tannin-free grade (GM) and a tannin-containing grade
graad (GH).

Graan SA het die DLBV versoek om met gradering
klimaatstoestande in ag te neem. Droogtetoestande lei
tot kleiner pitgroottes, en die kleiner perssade wat deur
die 1,8 mm-sif val kan dan tot 8% van die totale massa
uitmaak. Die versoek is afgekeur omdat sommige
rolspelers daarteen gekant was.
Wysiging van regulasies
Die sonneblomregulasies is die afgelope seisoen hersien
sonder grondige veranderings. Die term “kultivarlys” is ge-
skrap, terwyl daar steeds slegs een graad vir klas FH en FS is.
Sojaboongradering
Die vinnige uitbreiding van sojaboonproduksie plaas
bykomende druk op die silobedryf. Graan SA werk saam
met die silobedryf en DLBV om ‘n werkbare oplossing te vind
wat billike toepassing van die graderingsregulasies verseker.
Produsente moet seker maak hul produkte word volgens
die Wet op Landbouprodukstandaarde gegradeer. Dit is
van toepassing op al die graan- en oliesaadkommoditeite.
Koringgradering
Graan SA het veranderinge aan die koringgraderings-
regulasies voorgestel. Die DLBV het die bedryf ingelig
van hulle voorneme om die kultivarlys uit die wet te
verwyder. Die koringbedryf soek steeds na oplossings
vir die verslapping van kultivarvrystellingskriteria. Die
verslapping behoort nie die maal- en bakgehalte
van koring te benadeel nie en kan tot ‘n meer
gebalanseerde stelsel in die mark lei.

Sunflower grading
Dispensation
Grain SA requested the DAFF to consider climate conditions
when grading takes place. Drought conditions lead to
smaller kernel sizes and the smaller crushing seeds that pass
through the 1,8 mm sieve can constitute up to 8% of the
total mass. This request was denied, as some of the role-
players were against it.
Amendments to regulations
The sunflower regulations were revised this past season with
no fundamental changes. The term ‘cultivar list’ was deleted,
while there is still only one grade for the classes FH and FS.
Grading of soybeans
The rapid expansion in soybean production places
additional pressure on the silo industry. Grain SA collaborates
with the silo industry and the DAFF to find a workable solution
that ensures the fair application of the soybean grading
regulations. Producers must ensure that their products are
graded according to the Agricultural Product Standards Act.
This applies to all grain and oilseed commodities.
Grading of wheat
Grain SA proposed changes to the wheat grading
regulations. DAFF advised industry of their intention to
remove the cultivar list from the Act. The wheat industry is
currently still actively pursuing solutions for the relaxing of
the cultivar release criteria. Relaxing of the criteria should
not have a negative influence on the milling and baking
quality of wheat, and could lead to a more balanced
system in the market place.
