Codifying

Metal containers and inner containers con-

taining the samples shall be identified with

a codified number as well as the product

that it contains, for example 2:3:4 (30). This

code number is to be indicated on a form,

containing a description of the product,

which has been specifically designed for

monitoring purposes. The fertiliser com-

pany and DAFF representatives/Deale both

must sign the form and the labels. Should

the fertiliser company representative refuse

to sign, reasons for the refusal should be

stipulated on the form.

Laboratories

One of the following independent labo-

ratories should be used for analysing the

samples after the laboratory of Omnia has

determined that the fertiliser might be out

of specification:

Intertek Agricultural Laboratory

Laboratories should do everything in their

power to finalise the analysis within two

weeks.

Analysis

Inorganic fertiliser

Nitrogen

Urea-N, ammonium-N and nitrate-N types

are to be analysed separately and summat-

ed if all three types are present.

Phosphorus

Only citric soluble P of mixtures is to be re-

ported.

Potassium

Citric soluble K is to be reported.

Zinc

Total zinc soluble in strong acid is to be re-

ported.

Sulphur

For this season, whenever Zinc is to be

analysed, the sample must also be analys-

ed for sulphur.

Aglime

Aglime samples will be analysed for parti-

cle size (1,7 mm and -250 μm), CCE (strong

acid method), as well as Ca and Mg con-

tent as specified in the regulations of

Act 36 of 1947.

Sealing

Liquid samples in plastic bottles with

screw-on caps shall be sealed in a plastic

bag inside metal containers. Granular fer-

tiliser samples in plastic bottles, as above,

or plastic bags shall also be sealed in me-

tal containers.

Reporting

All results from the laboratories will be re-

ported to Deale. The results will be com-

municated to the individuals involved from

Grain SA and Fertasa and the fertiliser com-

pany involved. A decision by the fertiliser

company must be made to re-test a sample

or not within two working days of it receiv-

ing the results. Two weeks are to be allow-

ed for the company to re-test a sample at

an independent AgriLASA laboratory.

If there should be a deviation from the set

minimum, the producer could take it further

with the fertiliser company involved.

If Deale has concluded that the prescribed

quality (in terms of Act 36 of 1947) is infe-

rior or does not meet with the set limits of

Act 36 of 1947, the producer from where the

fertiliser and/or lime samples were taken,

could take it up with the fertiliser company

involved.

If an agreement cannot be reached be-

tween the producer and fertiliser company,

the producer can then decide to liaise with

the Registrar of Act 36 of 1947, Grain SA

and/or Fertasa.

Action against regular

offenders

Fertasa will deal with members that consist-

ently or frequently deviate from the fertiliser

specification within the code of conduct of

Fertasa. Regular offenders who are not

members of Fertasa will be reported to the

Registrar of Act 36 of 1947 for monitoring.

Investigational allowances

The sliding scale in the new regulations

will be used (N, P, K, S, Ca and Mg) for sin-

gle elements and mixtures to determine

any deviations. Currently a 26,7% relative

deviation is allowed for 0,5% Zn content.

The 1,4% deviation as prescribed by Act

36 of 1947 will be used for total nutrients,

which is the total sum of the N, P and K

content of fertiliser.

Final report

Deale will release a report to the ‘role-play-

ers’ on all quality monitoring that has been

done, with a summary of the results. Fur-

thermore, results can only be made avail-

able in the media in a format unanimously

accepted by DAFF, Grain SA, Fertasa and

the Sasol Agricultural Trust.
